I was born blind in my right eye, now i am 31 i can see out of the eye with no surgery or glasses to help. i went to an optometrist and they said i shouldn't be able to see our of it at all and there is nothing they can do to help?

You have a problem we refer to as "monocular vision." A couple of thoughts: 1) you have to do everything possible to protect the good eye, i.e. wear protective glasses, 2) you need to see another eye doctor and to determine precisely your diagnosis and your prognosis.
