My son developed pink plaques post a throat infection which was diagnosed by a dermatologist to be guttate psoriasis. after the corticosteroid ointment, it disappeared but left pale circles where the lesions where, is this normal?

While i am not a dermatologist, it's highly unlikely that this is anything of concern. You should ask your dermatologist but there is no urgency in doing so.
