I do not have enough information to consider alternatives to surgery. It would help if you can list the conservative care provided. Also history to this point in care would help. The partial tear could cause chronic swelling but feel conservative care needs to be tried. Orthotics can be very beneficial for peroneal tendinitis due do over pronation. The peroneal groove needs to be be considered.
