Why would a rectal temp be 99.4, an oral temp be 99.2, but a forehead/temple says it's 96.6? and are those rectal and oral temps within the normal range?

All pretty normal: A well done oral temperature will approach the true core temperature reflected in the rectal temp. A skin surface temperature is expected to be lower that the others cited .
