Cyst: Skin cysts are usually removed by a simple procedure to cut them out. There are many types of cysts. I do not have enough information to say your cyst is in the skin or needs to be removed

Cyst recurs: Wens or inclusion cysts are common in the back of the neck. A general surgeon should be able to definitively remove your cyst.
