Is it possible for someone to have an inconsistent growth rate? like someone would grow 1inch last year, but 3 inches this year. or a quarter of an inch last year but an inch or more this year. is it possible that some people experience this?

Yes: During puberty, growth spurts are common and each individual is different. Your pediatrician would be best to explain and show your own progression over the last years during your annual exam.
