Male or female?: Without seeing you and doing a tanner stage it is impossible to predict if you have reached your maximum height. If you are male (as I suspect based on your concern), then you may not be done with puberty and may have some height growth remaining. Look at your parents/family members - they will give a general indication of how tall you can expect to be and IF you are much shorter, see your doc

Gender ?: Women will grow an average of 2.5 inches after first menses ( the hormones that facilitate this marker tell the growth plates to close).Males usually finish growth at 17-18 with closure of growth plates. If as you suggest, your growth plates are closed, you are done.
