Likely yeast: Sounds like a yeast infection. Needs treated to stop white discharge and for skin to heal. Heavy ointment like desitin (zinc oxide diaper cream) may help improve situation quicker, but "standard" answer is antifungal ointment, couple times/day, likely for 2-6 weeks. Without getting evicted or arrested--"air time" will help some in drying & healing skin + make it inhospitable for yeast. Go condoms--no need to share yeast.
