Script: As soon as your medical records are obtained your new psychiatrist should be able to bridge you with 1 refill prior to be seen. Otherwise it will be extremely difficult to find any physician to prescribe meds without having access to your history. Alternatively, your PCP would be best positioned to refill if aware of your psych issues.

Prescription: The new psychiatrist may or may not be willing to provide a prescription before assessing you. As soon as the psychiatrist writes the prescription, they have legal liability. Sometimes a person's primary medical provider may be willing to write a time limited prescription for you. I work at a large multidisciplinary clinic & that is how we usually handle this situation.
