I went to the er for chest pain and my heart was high. they did a d dimer and it was 850. so they did a ct scan and er doctor said it was normal nothing was found. should i still seek a second opinion because why would it be high in the first place?

Many causes : For the D-dimer to be elevated. It does not go up only for pulmonary embolism. So I would go see your personal physician and make sure some other process isn’t going on.
