Patent Ductus : Patent ductus arteriosus (PDA) is an opening between two blood vessels leading from the heart. A small PDA may cause no symptoms, but a large one may cause poor eating, failure to thrive, or breathlessness. Treatment includes monitoring, medications such as anti-inflammatories (NSAIDs), and surgery. Down Syndrome is diagnosed almost immediately after birth not on the basis of a PDA.

Some basics: The ductus arteriosus is a necessary structure in a fetus used to bypass most blood going to the lungs before they are born. It usually closes within the 1st day of air breathing but may remain open in normal kids. If it remains open, closure can be done through a catheter procedure before school age. It is not one of the common defects in DS & I would not assume it to be a big problem.
