YES: If the baby is truly breathing that fast consistently, that is much too fast and should be investigated immediately by a doctor in an emergency room in a hospital with a specialized Neonatal nursery of level II or III in cast the infant needs to be admitted. However, some infants do breathe faster transiently for other caused that are not pathologic. The docs at the hospital will sort that out

Yes: Keep the baby warm in a blanket and he should wear a cap to avoid loss of heat. There may be an infection of the lungs, but other causes should also be excluded. More information regarding the birth history, maternal fever and exposures would be helpful. Continue to feed or nurse as usual.
