Can you have a comprehensive metabolic panel and complete blood count test done when you have a cold?

You can, but: Goals should be clear of what to do with results. If the above test is meant to clarify the actual origin of the symptoms and their severity, the test would definitely have a role. If they are regular annual tests, it might be best to wait until symptoms subside as they may be vaguely abnormal due to infection and will have to be repeated in order to get a baseline.
