Those nasty ears!: The answer to your question is, yes-it can be left over effusion from a previous infection. This can feel better or from one time to another because of Eustachian tube dysfunction/involvement. But there are many other things it can be as well, such as recurring infection, primary Eustachian tube dysfunction, allergies, Covid-19, sinusitis, mastoiditis...
