My 3 year old has a stuffy nose and a cough with a temperature of 37.4?

Sick toddler: I assume your question is what to do for your child with these symptoms. At this point, if child is drinking okay, getting some rest, and not communicating they are in pain (ie mommy/daddy my ear oowie), then you can just monitor. Avoid cough medicines - they do more harm than good in a 3 year old. Use humidity and/or nasal saline to clear nasal mucous. Avoid use of meds for fever unless pain.
