Psoriasis: You probably have psoriasis or inflammation of eyelid glands. First take towel soaked in warm water and scrub daily for a week. Short coarse of topical steroid such as Cortaid (hydrocortisone) can help as well.

Eyelids : Either see ophthalmologist or dermatologist. Can be reaction to make up. Fungus, skin mites.
