Stye: This is probably a stye. Try lid hygiene (clean eyelids with a product like ocusof lid scubs) and warm compress 4 times per day. You should see an ophthalmologist.

Eyelid Dermatitis: It sounds like you have some dermatitis on your eyelid. This can be due to a condition called seborrheic dermatitis or could be due to an allergy. Rarely this can be an actinic keratosis which is pre-cancerous lesion. It is best that you have this checked by your dermatologist or ophthalmologist.
