Depends: Many GP's will have experience with this issue while pediatricians see it weekly. I would contact your available docs offices & ask.

Start w pediatrician: I would start with your general pediatrician - they can check for most common things and then make most appropriate referral. That's usually to a pediatric urologist, but could also be nephrologist or other doctors more rarely depending on initial findings. If you absolutely want to start with a specialist, then I would choose a pediatric urologist.
