Uncooked cookie dough is bad and not recommended to eat due to potential salmonella and death but is accidentally undercooked cookies just as bad? or does the risk become less the longer its cooked?

No risk, no worry: First, if uncooked cookie dough is properly handleted (i.e. refrigerated after mxing and before cooking), there is no risk for salmonella or any other infection. Undercooked cookies are no risk with such properly mixed or refrigerated dough. Second, even if contaminated with salmonella or other bacteria, even undercooked cookies would probably kill the bacteria. This is nothnig to worry about!
