Asking for step-daughter) can sniffing a stuffed animal (toy) for years cause (28 yr old with anxiety smells her bears ears to sleep for comfort. taking anxiety meds/ attends therapy ) cause harm? cancers, sinus issues, more mental health issues?

Not much trouble: Other than allergies, sniffing a teddy bear won't cause any serious medical problem. In many ways, it is no worse than burying your face in your pillow. That being said, why does she have such serious anxiety. If she isn't getting any relief she may want to see a new therapist and new psychiatrist.
