Local sportswear shop sponsors twice weekly training runs & trainee groups use my neighborhood for runs, with a dozen or more runners in close contact & not wearing masks passing by multiple times. how risky is that in light of covid situation?

Low risk: I would consider this a low risk for you. Although the virus is transmitted in aerosol fashion, the runners are outdoors at a significant distance for you.
