I had a lymphadenectomy on my right groin a month ago with negative results. since then i noticed a new pea-sized lymph node near the biopsy site. ?

Good to hear that: Almost all young men have palpable groin lymph nodes if they check. Often it's dermatopathic lymphadenopathy from going barefoot. You lost a node and now have a new replacement. Show your surgeon if it worries you.
