Stroke mania: My assessment is no unless the stroke also hit part of the brain that has to do with bipolar. Discuss with your Dr who knows you best.

Mania: There are reports of "post-stroke mania" when there are lesions to the thalamus, caudate nucleus, & temporal, parietal, or frontal lobes. However, I was not able to find any reports of manic symptoms related to optic nerve strokes.
