Many possibilities : There are so many issues in toddler skin - eczema - which is an itchy rash often on the hands, knees or elbows, is most common chronically, and best responds to good hydration, but there are lots of viral and fungal infections that pass through this age - most not serious but some are - visual evaluation is really best, and if something comes and goes - take a photo!
