Allergy shiners: Allergy shiners occur due to nasal congestion that blocks the venous flow out of the lower eyelid and that is way it looks swollen and dark. The use of nasal steroid ( Flonase) can help. Shiners are also due to inheritance, age and poor rest. If it looks like a rash around the eyelids, specially upper eyelid, think allergic contact dermatitis usually cosmetics, nail polish, hand and hair products
