Eyelid eczema: This can be from contact dermatitis or environmental allergies. If you are not exposed to cats, then you need to have a patch test to determine your contact allergens, such as make up and nail polish. A dermatologist or allergist can help.

See a dermatologist: You need a prescription calcineurin inhibitor cream or ointment. Do not use cortisones on eyelids. Meanwhile get rid of the cat. How about a dog or maybe a pet rock?
