Maybe: Neuropathy can come on with or without parkinson's but the edema may be due to heart failure. You need to be seen by your medical doctor.

Parkinson's disease : Autonomic nervous system dysfunction is common in patients with parkinson's disease. This may manifest as edema of the lower extremities. Neuropathy could be seen in multiple system atrophy a neurodegenerative disorder that resembles parkinson's disease.
