Allergic response.: Hives occur as an allergic reaction to food, lotions, cleansers or chemicals in your environment. While treating the hives can lessen the symptoms, you have to identify the cause of the allergy. Is there anything new (as of 3 weeks ago) that you ate, used on your skin or treated your house with, or cleaned with? This substance may be the cause and should be discontinued from use.

See doctor again: In addition, I would recommend you have your child rechecked by the doctor if he is developing a fever. It may or may not be related to the hives, but it would be best to have him examined again. Viruses can sometimes cause hives.
