Hard to say: Some of these are full thickness "bathing trunk" nevi that are removed surgically in stages when necessary. Need arises in some as skin cancers can arise from their base. There are other possible treatments that are really only possible when you consider the true cause/diagnosis of the type of birthmark. The description is too vague to apply a diagnosis. A dermatologist exam is needed.
