GP: Best to start will be with his pediatrician who might have noticed and treated his rash before. Visualizing the rash will be required first and many offices have the capability of doing remote consults so that you do not have to take him to the office. Rashes are common in children and they commonly reflect infections, some are self limited, some others may benefit from proper treatment.
