Hard to assess: Most localized rashes suggest some agent contact at that site. that could be plant, bug bite, liquid, etc Without a better description or visual inspection of the rash it is hard to assess what it may be or how to treat it. If it interferes with her activities have it examined. If not it will likely fade within days.

Rash: Having an idea of what caused the rash, can help to determine appropriate treatment options. Medical assessment may help, since the cream you are using hasn't been effective. Take care.
