Hand dermatitis: It sound as though you have a condition called dyshidrotic dermatitis. It is made worse during dry weather and exacerbated by scratching. Be careful to moisturize your hands, you may use vaseline at night and cerave cream in the am. Do not over wash and avoid alcohol base hand cleansers. It is likely you will require o potent topical steroid as well, so see a board certified dermatologist in your.
