Noticed a powdery white residue in my 2yo boys potty when the urine has been left and dried out. almost gritty/like salt if i wipe with my finger. he's otherwise healthy and doesn't complain of any pain. is this normal to happen when urine dries?

Yes: Urine contains waste products that your body removes from the blood stream. This includes things that can crystallize once the water is evaporated. It can be irritating to the skin, so should be removed ASAP. Urine left on the skin for extended periods of time can cause a rash, which can then be infected by fungus or bacteria.
