No.: The human Chorionic Gonadotropin hormone, "hcg" level, starts low and increases as a healthy fetus grows. It is used as a measure of a fetus' appropriate growth and viability. If your HCG level is truly very low that usually suggests the fetus is not viable. (healthy and normal).
