Here in the us, the government had 2 months advance notice from january to make covid tests. how come in march and april, we still lack enough tests?

Daunting task: First had to identify the virus, then determine it's genetic make-up, then create a system to test samples for the proteins that identify the virus, then design machinery that can analyze the samples and mass-produce the required number of testing machines, then ship the machines to wherever they are needed, then train people in using the machines. All this from scratch. What they did is miraculous.
