Yes it can: The swelling can be treated with elevation of legs during the day, and again overnight, and wearing compressing hose during the day, and possible weight loss. The numbness can be helped by gaining as much control over the DM as possible via diet, exercise, meds. B vitamin complex is helpful, Lyrica and Cymbalta are FDA indicated for DM neuropathy. See a diabetologist/endocrinologist. Good,luck
