Probably yes: The problem is that people with no symptoms can still be carrying the virus & can transmit it. But keeping 6 or more feet apart & ideally each person wearing mask /face covering outdoors would be quite safe. If either of the parties has lung disease or other chronic illness I would advise greater than 6 feet apart
