I have had respiratory symptoms for over a week and learned that i have likely been exposed to covid19. why am i being advised to just stay home and not being offered testing? why do i have to reach medical emergency status to even be tested?

Avoid spread: Please stay home, rest and drink fluids. Monitor your temperature. If your cough or shortness of breath worsen, please see a physician and arrange testing. A chest image should be obtained at the same time if there are lower respiratory tract findings.
