About people...: Normal people usually have high pulse oximeter readings such as 96% to 100%. Normal people have no reason to own or use a pulse oximeter unless they are in activities such as high altitude sports or adventures, or flying in unpressurized aircraft, etc...

Panic attack: A resting pulse of 176 and a panic attack raises concern of itself, especially if recurrent. I would look for a trusted family or internal medicine physician and schedule a long talk. Talk to trusted friends and maintain a support network. There are numerous groups supporting emotional issues. The pulse rate surprises me. The 100% O2 is normal.
