Yes: There are several types and degrees of color blindness and the numbers on the test will vary depending on which type, red/green, etc, you have.

No: You are talking about ishihara plates, the standard test for color deficiency. The numbers are constructed out of dots which will look the same in the number as in the background to a color blind person but which will be picked out easily by the color normal. It is the inability to see the differences in color that makes the test useful.
