Somewhat: The colors in color deficiencies lose their distinctive character (technically become desaturated) so that distinctions are blurred and many greens and reds in the most common form become poorly distinct. The actual color is not know as this is a psychological phenomenon and the color deficient identify many colors the same that a 'normal' would call distinct.
