How does everyone get tested for covid-19 if doctors only have a few thousand test kits per state, but there are over 300 million people in the us?

Right now: not every body can get tested. Testing is prioritized. The CDC has provided guidelines for COVID 19 testing at https://www.cdc.gov/coronavirus/2019-nCoV/hcp/clinical-criteria.html. However, state & local health departments/ providers make actual testing decisions. People should call their health care provider if they believe they should be tested.
