can a doctor or the state force an individual to get tested for covid-19?

Unsure: Some employees may mandate workers to have a negative test before they return to work. In at least one state, it will mandated that a person be shown to be negative for COVID 19 before a dental procedure is done. This might be a good question for a lawyer.
