Might be a dumb question but is my nasal spray safe to use if ive had it for over a year but the expiration date has not passed? this question also goes to all medication i might have from a year ago.

Generally yes: If uses as directed any such meds are considered safe until their expiration date. If you have in some way altered the med/stored it in an improper way,etc. it might be bad. The expiration date is the last date the product is considered at its full strength. Some of these will still be good for a while longer if properly stored.
