People: Visiting a zoo would probably be safe only if one could avoid crowds of other people. No known active animal reservoir, that I know of.

COVID 19: Tigers and lions at zoos have tested positive for COVID 19. But there is no evidence that these animals can transmit COVID 19 to humans. The potential danger for spreading COVID 19 would be from other people.
