Baby bottle rot: There are many causes for tooth decay is infants but the overwhelming majority is due to going to sleep with the bottle. A baby should have their teeth brushed once a day at minimum from the time they have any to brush. Dental care is often indicated. https://www.healthychildren.org/English/ages-stages/baby/teething-tooth-care/Pages/How-to-Prevent-Tooth-Decay-in-Your-Baby.aspx

Bottle syndrome: Recommendation is that ALL children see Dentist no later than 1st b'day. What you are describing are infected teeth, and the infection can spread quickly to other parts of her body. Because of the extent of the damage she immediately needs to see a pediatric dental specialist, a Pedodontist. Her Pediatrician and your general Dentist should have referred her at age 1. Go now. She will not self heal
