Doctor can examine: Skin inflammation or a rash is hard to describe in words or visualize from words. One's primary care doctor can examine to see what the problem might be. Redness and swelling can be from an infection, allergic reaction, bug bite, but in a person in her mid-60's, skin cancer is another consideration. An in-person exam is best, but a video exam such as on HealthTap can be an initial evaluation.
