When i check my heart rate, it will go back to around 60 or lower very quickly after exercise, walking, etc. if it's in 80-100, it goes down to around 60 literally within 10 seconds of stopping work out. is this normal? no pain.

Fitness: Exercise and being fit effect not only your resting heart rate, but also heart rate variability. This is itself is a sign of your own fitness capacity. If you were having feelings of passing out or passing out this would be concerning. Otherwise this is a healthy sign.
