No: A herniated intervertebral disc at L1 and L2 wouldn't cause discomfort at the interscapular area. Should the latter discomfort persist, investigation could start with an xray of the thoracic spine to look for degenerative spur formation. An MRI of the thoracic spine would then be the next step. However the symptom can simply be caused by muscular strain from exercises, lifting, sports activities.
