Yes: Minor issues like this do not diminish the effectiveness of vaccinations or increase any risk of their use. Most such issues at that age are due to airborne irritants like dust/fumes/etc. in their environment which increase their risk of upper airway viruses.

Absolutely: There are very few conditions in which vaccinations cannot be given, for instance, chemotherapy or immunosuppressive drugs. Please get your child's vaccines on schedule.
